Detroit Opens Warming Centers, Expands Shelter Capacity Ahead of Cold Snap

DETROIT - The City of Detroit has activated its network of daytime warming centers and significantly increased its overnight shelter capacity in response to a forecasted drop in temperatures, officials announced Tuesday.

City recreation centers and Detroit Public Library branches will serve as free daytime respite sites for residents needing immediate relief from the cold, operating during their standard business hours.

The city’s winter response plan includes boosting overall shelter capacity to more than 1,700 beds this season, an increase of approximately 250 beds from the previous winter. This capacity includes a minimum of 220 drop-in center beds for immediate access for those sleeping outside, 100 warming center beds, and an additional 50 stand-by beds designated for emergency weather events or "Code Blue" alerts.

City officials confirmed that targeted street outreach and coordination with the Detroit Police Department will continue to ensure unsheltered residents can reach drop-in locations.

Accessing Emergency Shelter

Residents seeking emergency overnight shelter should contact the Detroit Housing Resource HelpLine at 866-313-2520. The line is staffed Monday through Friday from 8 a.m. to 6 p.m., and Saturday from 9 a.m. to noon.

For in-person assessment and intake, residents can visit a Coordinated Assessment Model (CAM) site:

  • Cass Community Social Services: 12025 Woodrow Wilson St. (Monday-Friday, 10 a.m. – 6 p.m.)
  • NOAH at Central: 23 E. Adams, 2nd floor. (Monday-Thursday, 9:30 a.m. – 3:30 p.m.)

For shelter access outside normal business hours (Monday-Friday, 6 p.m. – 8 a.m., or 24/7 on weekends), individuals should call 866-313-2520 to connect with a Street Outreach team or go to the nearest police station.
