Assistance
Program
Effort
will
target
Wayne
County
residents
(not
including
Detroit)
facing
housing
insecurity
MACKINAC
ISLAND,
MI -
Wayne
County
Executive
Warren
Evans
today
announced
the
creation
of an
Emergency
Rental
Assistance
program
to
assist
residents
facing
housing
insecurity
and/or
possible
eviction
due to
the
pandemic.
ERA will
target
residents
who are
facing
housing
insecurity
and at
risk of
becoming
homeless.
The
program
is
scheduled
to
launch
on
September
27.
"Like
most of
us, I
was
hoping
that we
would
have
turned
the
corner
on COVID
19 by
now.
Unfortunately,
that is
not the
case,
and the
devastating
consequences
of this
persistent
pandemic
continue
to wreak
havoc in
far too
many
lives
across
the
country,"
said
Executive
Evans
during
an
announcement
made at
the 2021
Mackinac
Policy
Conference
on the
steps of
the
Grand
Hotel.
"Here in
Wayne
County,
our
intention
is to
render
as much
assistance
as we
can to
those in
our
community
who are
the most
vulnerable
and at
risk by
providing
resources
to help
them
stay in
their
homes.
Staying
safe
during
COVID
can be
difficult
enough
without
adding
the
threat
of
homelessness
to the
mix."
BACKGROUND
The

facing
housing
insecurity
and at
risk of
becoming
homeless.
Eligible
expenses
covered
under
the
program
are:
Rental
arrears
up to 15
months
Future
rent up
to 3
months
Utility
bill
assistance
Internet
Relocation
costs
Federal
Requirements
for
Eligibility:
One or
more
individuals
within
the
household
has
qualified
for
unemployment
benefits
or
experienced
a
reduction
in
household
income,
incurred
significant
costs,
or
experienced
other
financial
hardship
during
or due,
directly
or
indirectly,
to the
coronavirus
pandemic
One or
more
individuals
within
the
household
can
demonstrate
a risk
of
experiencing
homelessness
or
housing
instability
The
household
has a
household
income
at or
below
80% of
area
median
income,
as
determined
by the
Secretary
of HUD
The
Wayne
County
ERA
program
will
have a
dedicated
webpage
at
www.waynecounty.com/rentalassistance
that
will
house
all the
programs
information
as well
as the
application
for
landlords
and
tenants
There
will be
outreach
activities
targeting
low-income
communities,
including
neighborhood
canvassing.
It is
estimated
that
more
than
45,000
households
are
behind
on rent
in Wayne
County
It is
estimated
that
average
rent
debt per
household
is
$2,291
